The primary purpose of the position is to provide administrative support to the Law Enforcement division on the practical and clerical aspects of office administration, to include human resources, budget, acquisition and property management and other administrative support services, and to perform staff support in each of these areas. 30% A.) Office Services and Information Management Serves as an administrative point of contact and procedural expert for the Law Enforcement branch of the park. Responsible for program administrative processes for human resources, financial, procurement and property. For programs supported, maintains applicable tracking logs, action items, and manages administrative suspense items and transaction records. Prepares easy to understand forms and reports for information processing. Establishes and maintains office files (electronic and manual), including contract and project files. Serves as a receptionist. Distributes mail and provides direction to staff on mail distribution and routing procedures and guidelines. 25% B.) Budget and Financial Management The incumbent coordinates and prepares program documents and records expenditures from purchase documents. Applies appropriate standards and procedures in the recurring and standardized processes in the areas of fees, donations, charge cards, payments of invoices and collection of funds owed, internal controls, auditing of waste, fraud and abuse, and travel requests and vouchers. Travel manager for the Law Enforcement branch, responsible for providing guidance and assistance to employees preparing travel documents. 25% C.) Acquisition and Property Management Serves as the Law Enforcement branch expert on transactions and procedures related to property management. Follows procedures for the procurement of goods and services utilizing a purchase card. Coordinates procurement and account information with other staff throughout the unit. Maintains property inventory records and coordinates the completion of property inventories. 10% D.) Human Resources Contact Serves as a contact for the Law Enforcement branch's human resource needs, including but not limited to on-boarding procedures, payroll, documentation of awards, benefits, community outreach opportunities, performance appraisals and standard operating procedures. 10% E.) Advisory Services Provides accurate and reliable information on the administrative functions of the park. Relays personnel administrative program requirements to law enforcement managers and staff members. Gives briefings on administrative topics; schedules meetings/events as necessary. Park Information:
This position is located in the Law Enforcement branch of Fredericksburg and Spotsylvania National Military Park. Please visit the park's website for additional park information. Fredericksburg, Virginia is approximately 45 miles south of Washington, D.C. and 60 miles north of Richmond, Virginia. The colonial and Civil War history of the area, as well as many recreational opportunities on local waterways and natural areas make the Fredericksburg area a popular tourist destination. The park's battlefields and historic structures span four counties in the Fredericksburg area, with the highest population density being in the City of Fredericksburg, Stafford County and Spotsylvania County areas. Many options for schools, shopping, dining, cultural opportunities and medical care are easily accessed. Within a short drive from these growing populations centers, you will find yourself in the more rural and scenic Virginia countryside. This position requires the skill of a qualified typist with the ability to consistently and accurately type at least 40 words per minute. Words per minute are based on a 5 minute sample with three or fewer errors. Applicants may meet this requirement by passing the appropriate performance test, presenting a certificate of proficiency, or by self-certifying their proficiency in the application package. Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:
maintaining a filing system both electronic and hard copy; experience preparing employment actions, documents, and time and attendance; experience with administrative processes and procedures involved in travel authorizations and vouchers; managing databases/systems and preparing reports; and experience with commonly used word processing software and computers to develop correspondence, memos, forms and other standardized documents. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
