Program Specialist

The incumbent is responsible for providing and executing analytical and administrative support in planning, developing, and coordinating a wide variety of management and administrative activities for the Finance Service Director. Researches and complies data for Director and Staff in studies and decisions relating to administrative or operational problems. Uses judgment in determining which information is relevant to the problem at hand. Serves as the Timekeeper. Establishes Employees' Tours of Duty, reviews Time and Attendance, leave exceptions, to ensure proper reporting of Time and Attendance. Prepares Employee Timecards for bi-weekly certification by Finance Service Supervisors. Serves as the Primary Agent Cashier. Responsible for receiving funds for safekeeping and deposit to NCA and US Treasury accounts. Coordinates with NCA Cemeteries on the receipt, deposit, and credit to appropriate accounts for funds received. Maintains chain of custody accountability over funds received; holds funds at personal risk using cash handling procedures prescribed in VA Policy and Treasury regulations. Prepares deposit/cash receipts for deposit to the US Treasury using required applications (OTCnet) and for proper accounting using CAATS for accountability over funds received. As a Purchase Card Holder, the incumbent is responsible for ordering office supplies and services. Maintains inventory of office supplies/supply cabinet. Utilizes delegated micro-purchase authority for supplies and services supporting office operations. Follows VA policy over Purchase Card use in terms of required sources of supply, prohibited items, competition and vendor selection; proper approval, and reconciliation of all credit card charges. Submits Purchase Card Orders in CAATS, records receipt, and reconciles US Bank charges in accordance with VA and NCA Policy. As Key Custodian, maintains accountability over office keys, desk keys, and security access codes. Serves as Records Custodian, managing office's Files and Directives. Ensures office records meet required document retention requirements. To the maximum extent possible, migrates from paper-based to electronic filing. You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
